The new tax bill signed into law by congress
creates an incentive for economic development
in "troubled" communities all over America. These
Opportunity Zones promise to open up investment in
areas that have suffered from historic disinvestment. But the selection process is
up to the state, and critics say that this development
will most likely be carried out by private equity
and introduce gentrification into areas already primed for
it. In New York City this issue is especially potent.
